Flat Iron Building – Chorley Borough Council
Project Scope
This project centred on the transformation of an underutilised first-floor storage space into a fully operational office environment designed to accommodate up to 50 personnel. The intention was to maximise the building’s existing footprint while enhancing accessibility, functionality, and staff welfare provisions in line with current regulations and workplace standards.
A key component of the scope was improving vertical access within the building through the installation of a new platform lift. This required associated alterations to the Ground Floor layout to enable seamless integration of the lift system and ensure compliant access to the newly created office accommodation.
Work Completed
The works commenced with the clearance and strip-out of the redundant first-floor storage area, preparing the space for comprehensive redevelopment. Structural and layout modifications were undertaken to facilitate the conversion into a modern open-plan office environment with capacity for 50 workstations, along with appropriate circulation space and supporting facilities.
A platform lift was supplied and installed to provide step-free access between floors. This involved structural openings, builder’s work, and finishing works on both levels to ensure the lift was fully integrated into the building fabric and compliant with accessibility requirements. The Ground Floor was reconfigured to accommodate the lift shaft and entrance points without compromising existing operations.
Existing welfare facilities were refurbished and upgraded, including improvements to sanitary accommodation, refreshed breakout areas, and rationalised storage solutions. A new DDA-compliant WC was constructed within the first-floor office area, complete with suitable fixtures, fittings, and finishes.

Overcoming Challenges
Working in close proximity to the shopping centre
Due to the building’s position adjacent to a busy shopping centre, works were carefully managed to minimise disruption to retailers, visitors, and daily operations. Noisy activities were programmed outside peak trading hours where possible, with robust dust and vibration controls in place. Ongoing communication with centre management ensured advance notice of key works, allowing activities to proceed without impacting the customer experience or tenant trading.
Coordinating with stakeholders within the service yard
The shared service yard was in constant use by retailers, delivery vehicles, and waste services, requiring careful logistical coordination. Deliveries were arranged within agreed time slots, and traffic marshals supervised critical movements and lifting operations. Regular coordination with neighbouring occupiers and centre management helped prevent clashes, maintain safe access, and keep the programme on track.
